About Community Action Partnership Association of Idaho

The Community Action Partnership Association of Idaho (CAPAI), formerly known as Idaho Community Action Association, was formed in 1968 to provide a unified voice for Community Action Partnership agencies in advocacy, policy, programmatic and legislative issues affecting families and communities in Idaho. CAPAI sponsors trainings and conferences and serves as an advocate to Community Action Partnership agencies before the Idaho Legislature.

Beginning in May of 2003, CAPAI began providing Community Service Block Grant (CSBG) funded agencies with administrative support and services for CSBG in cooperation with the State of Idaho's Department of Health and Welfare.

In 1964, President Lyndon B. Johnson signed the Economic Opportunity Act, which created Community Action Agencies (now commonly known as Community Action Partnerships, or CAPs). The Act grew out of the belief that local communities know best what their community challenges are and how to work together to overcome them.

CAPs work with numerous resources from their communities and beyond to accomplish their goals to help those Idaho citizens who are in need of tools to work towards self sufficiency.

Six Community Action Partnerships within the state employ hundreds of people and assist over 100,000 low income and disadvantaged participants annually.  Nationwide, almost 1,000 Community Action Partnerships operate in all 50 states, servicing 34 million people.  In addition to the six CAPs in Idaho, CAPAIs other members serving Idaho's poor include the Idaho Migrant Council and CCOA-Aging Weatherization and Human Services.

Community Action Partnerships are funded through a combination of federal, state and local grants, as well as private foundations, corporate and individual donations.

All CAPs in Idaho are nongovernmental, private non-profit organizations. They are an example of the private sector stepping in to work with the Idaho Department of Health & Welfare to work with those in poverty. Each Community Action Partnership is anchored in the community by a Board of Directors made up in equal parts by low-income people, members of the business community, and local elected public officials. This unique mix of board members assures that the specific needs of each community are represented.
